A bicyclist getting moved along. He came back just in time - this security guard was writing tickets for the other bikes parked here. (Of course, in this case, "ticket" doesn't mean they'd have to pay a fine or anything - it's just a piece of paper that says "Please remove this bicycle by __, or it will be discarded.")
